Clarification Of Fitness Reporting On Officer And Enlisted Evaluations (AF Forms 910, 911 & 707)

1. With the launch of the new af fm 910, 911 and 707 we have received Several inquiries pertaining to the procedures for documenting fitness. This Message serves to clarify those procedures and is to be used in conjunction With mpfm 07-44 and MPFM 07-45.


2. AFI 10-248, fitness program, determines "currency." therefore, raters Need to refer to AFI 10-248, paragraph 3.5., for the definition of "currency." as such, on the close out date, if a member is non-current (IAWAFI 10-248), "does not meet standards" will be annotated in the fitness area On the AF form 910, 911 or 707 unless they are exempt.

A. MPFM 07-44, table 3.2, note 9.d. and MPFM 07-45 table 3.1, note 9.d., State that documentation of fitness will be based on the most recent (current) fitness test as of the close out date. We must clarify that if a Ratee is exempt, past fitness tests and currency status have no relevance. If the ratee has a valid passing, current fitness test, but is exempt on the Close out date, the evaluation will be marked exempt.

3. Authorized exemptions from fitness: a medical profile (exempt from all Components of fitness testing), deployed to a location where the deployed Commander has provided an exemption, or a commander's exemption in response to a catastrophic event. These exemptions are defined in AFI 10-248, table 3.1. Reminder: do not comment on the evaluation regarding the nature of the Exemption. Fitness comments regarding performance on the fitness assessment can only be provided if a member does not meet standards.

4. Recording fitness: air force evaluations will record the ratee's fitness Status as of the close out date of the report.

A. The AF form 910/911 will reflect one of three status options (does not Meet, meets or exempt). We must stress that on enlisted evaluations the Overall performance assessment is at the discretion of the rating chain. Failing to meet fitness standards does not in itself mandate any particular Overall rating. Regardless of the overall rating, failure to meet any Standard constitutes a referral evaluation.

B. The AF form 707 records fitness status for officers differently than Enlisted. To clarify, the AF form 707, officer performance report, section III, lists three choices. The first portion "does not meet standards" and "meets standards" will reflect the overall performance assessment (encompassing seven areas of performance listed on the reverse of the form). If a ratee is exempt, then and only then will the exempt block will be marked "yes" and a performance assessment will also be made (assessing the other six areas). For example, an officer who is meeting all of the Performance factors, but is exempt as of the close out date from fitness Testing will have both "meets standards" and "exempt" marked.
