SUBJECT: Letter of Reprimand - Obstructing Justice
1. Investigation has disclosed that on
or about 6 Apr 03, in the city of Goldsboro, you violated
Uniform Code of Justice (UCMJ), Article 134, General article (Obstructing
Justice), and Article
92, Failure to obey an order or regulation; to wit: you obstructed justice by
interfering with an
officer of the Valdosta Police Department in the performance of her duties, you
failed to
maintain your lane while operating a motor vehicle, and you operated a motor
vehicle on a
suspended license (for the second time). In addition, you refused to submit to a
breathalyzer or
blood-alcohol test; this DUI refusal resulted in an additional charge of Driving
under the
Influence.
2. You are hereby reprimanded. You have engaged in aberrant behavior which
will not be
tolerated from a member of the United States Air Force. Your past behavior has
raised serious
questions about your ability to remain in the United States Air Force. I want
you to know that I
consider your conduct in this matter to be totally unacceptable. By impeding the
actions of an
officer in the performance of her duties, you unduly jeopardized the safety of
the general public.
In addition, your decision to operate a motor vehicle on a suspended license,
while under the
influence of alcohol, was a dangerously stupid act. The Air Force cannot afford
to lose
personnel, it’s most valuable resource, because you choose to drink and drive. I
absolutely will
not tolerate this deplorable behavior. If you ever drink and drive again, I will
take the harshest
action allowable against you. Lastly, your decision to operate a motor vehicle
on a suspended
license shows a complete disregard for authority. You have identified yourself
as someone who
may not perform as ordered. You are going to have to strive diligently if you
ever hope to
reestablish your dependability. A repetition of this totally unacceptable
behavior will result in
stronger action against you.
3. PRIVACY ACT. AUTHORITY: 10 U.S.C. 8013. PURPOSE:
To obtain any comments
or documents you desire to submit (on a voluntary basis) for consideration
concerning this
action. ROUTINE USES: Provides you an opportunity to submit comments or
documents for
consideration. If provided, the comments and documents you submit become a part
of the action.
DISCLOSURE: Your written acknowledgment of receipt and signature is
mandatory. Any
other comment or document you provide is voluntary.
4. You will acknowledge receipt and return this letter to me within 3
workdays of your receipt.
Your signature on this document is solely for receipt purposes and is not an
admission of guilt.
Any comments or documents you wish to be considered concerning this LOR must be
included
with your response.
