NOTE:
Some capitalization issues.
Suggest limiting the number of sub-bullets to one or two. The package
doesn't need CCNA, since it is out used again in the package. There was
only one numbering issue, but it looks like it could of been caused by a spacing
issue. The most significate issue was the Decoration Comment. I may
be wrong but those do not belong in an award package. Information in the
citation is fine, but the actually Dec comments is bad.
